Civil Code section 4270 sets forth what is needed to amend the CC&Rs. This Code has been amended to clarify that simplified procedures can be used for certain amendments, such as an amendment needed to remove a discriminatory covenant. Civil Code section 4750.10 related to clotheslines has been renumbered as Civil Code 4753. A few words were added to the Code, but will have no substantive impact. The Assessment and Reserve Funding Disclosure Summary form set forth in the Civil Code has changed slightly. The change will have no substantive effect other than to require that the updated form be used. The updated form can be found here.

According to the Assembly Floor Analysis, Senate Bill 3 is expected to result in increased wages for more than one-third of California’s employees. Currently, minimum wage in California is $10.00 per hour. For those employed by employers with more than 25 employees, the minimum wage will slowly start rising beginning with an initial hike in January to $10.50 until it reaches $15.00 in 2023. For smaller employees, there will also be wage increases beginning in 2019 and also resulting in a $15.00 minimum wage by 2023.

The U.S. Department of Housing and Urban Development (HUD) has recently issued guidelines in an effort to protect victims of domestic violence, or similar crimes that involve the need for emergency services or police intervention. Specifically, HUD reviewed local nuisance ordinances and the impact these ordinances may have on domestic violence victims.
